Representative Bob Morgan proudly serves the people of Illinois’ 58th District in the House of Representatives, where he has been a dedicated voice for his constituents since taking office in January 2019. He represents the communities of Deerfield, Highland Park, Lake Forest, Glencoe, Northbrook, Highwood, Bannockburn, Mettawa, Lake Bluff, Lincolnshire, and North Chicago, bringing both professional expertise and a deep personal commitment to building a stronger Illinois.

A lifelong Illinoisan, Bob earned his bachelor’s degree in Political Science from the University of Illinois at Urbana-Champaign and his Juris Doctor from Northern Illinois University College of Law. He began his career in healthcare consulting, advising hospital systems, before joining state government as Deputy General Counsel for Employee Benefits at the Department of Central Management Services. He later served as General Counsel for the Illinois Department of Public Health, overseeing key areas such as healthcare facility licensing, emergency preparedness, communicable disease control, maternal and child health, and mental health services.

In 2013, following the legalization of medical cannabis in Illinois, Bob was appointed Statewide Project Coordinator for the Illinois Medical Cannabis Pilot Program, building one of the nation’s first regulated medical cannabis programs. Today, the program serves hundreds of thousands of patients with chronic illnesses such as cancer and PTSD. Bob also played a central role in implementing the Affordable Care Act in Illinois, helping secure health coverage for more than 650,000 residents through Medicaid expansion.

In Springfield, Bob has emerged as a leader on healthcare, public safety, and fiscal responsibility. He serves as Chair of the Health Care Licenses Committee and Vice Chair of the Insurance Committee, while also contributing to Appropriations–Human Services, Judiciary–Criminal, Human Services, Mental Health and Addiction, and Firearms and Firearm Safety. He led the effort to modernize Illinois’ professional licensing system, cutting application processing times from months to days, and continues to champion policies that expand the state’s healthcare workforce, behavioral health services, and access to affordable care.

Following the tragic Highland Park Fourth of July parade shooting, Bob was at the forefront of passing landmark legislation to ban assault weapons and high-capacity magazines in Illinois. As Chair of the House Firearm Safety and Reform Working Group, he has advanced reforms such as Karina’s Law, stronger firearm storage standards, and expanded investment in community violence interruption programs. He also founded Legislators for Safer Communities, an independent, nonpartisan coalition of state lawmakers from across all 50 states dedicated to advancing gun violence prevention policies through shared resources, messaging, research, and strategy.

In addition to his legislative work, Bob is a practicing attorney and nationally recognized healthcare policy expert. His leadership has been honored by Northern Illinois University College of Law, which presented him with its 2023 Public Service Award for his integrity, achievements, and commitment to the public good.

Bob’s service is deeply rooted in community and family. He and his wife, Sonya, are raising their two children in Deerfield, along with their two dogs. As a father, attorney, and legislator, he is guided by a clear principle: government must serve the people by easing the cost of living, protecting families, and creating opportunities for a better tomorrow.
